APPROVAL
OF GATE FEE INCREASE
John Mann,
Deputy Director, gave a presentation on the gate fee increase
proposal. After
Mann's presentation, Commissioner Bonilla asked if Mr.
Anderson
had any comment regarding the fee increase.
Mr. Anderson stated that he had no particular comment just that costs
have increased prompting this request.
Mr. Emeric
Kalman, a member of the public, stated he was against
the fee increase. Attendance at the zoo
is going down and the senior citizens and homeowners are already funding the
Zoo with the $48
million in capital improvement bonds.
Commissioner Bonilla stated that as
the zoo continues to make improvements, it should draw more people.
Mr. Phil Carleton, a member of the
public, asked if the membership fee would be increased? Mr. Carleton also stated he thought there
would be no fee increase until completion of city bond buildings.
Mr. Mann stated that the membership
fee would not be increased at this time.
Board of Director President, Mr. Paul Jansen stated there had been no
commitment by the Zoo to delay a fee increase and that rising operating costs
necessitated the fee increase.
Society Board Member, Keith Eickman
said he believed this increase to be very reasonable. The Zoo charges less for seniors than almost
any other City facility.
Society Board Member, Cory Calandra
stated everyone needs to recognize that the Zoo is keeping its 12 free days.
Coleman Youth Advocate, Mary Beth
Wallace, stated that they would oppose the rate increase. Ms. Wallace had several recommendations to
avoid the fee increase. Ms. Wallace
stated as a municipality the Zoo needs more ways to bring in families.
Mr. Anderson stated the Zoo does
keep the free days and supports over 200 different disadvantaged groups through
the Zoo's Community Access Program (CAP), resulting in free admission to 20% of
all visitors to the Zoo.
Transportation to the Zoo may be a bigger
problem for the kids than an increased fee.
Phil Carleton suggested a tiered
system of membership. Scale for families
with higher incomes vs. those with lower incomes. They could present IRS form for
substantiation.
Commissioner Bonilla said there
seems to be a concern that disadvantaged people be
able to attend the zoo. The bottom line
remains the same, we need to generate more dollars. Bonilla suggested we approve the increase
with the idea that we will look at how we structure this increase.
David Anderson stated the Zoo is
already trying to figure a mechanism for giving free membership to
disadvantaged groups.
Commissioner Bonilla stated she was
concerned about Coleman Advocacy Group not supporting the fee increase.
Commissioner Martin stated that staff take a look and review on how to get more
disadvantaged people here.
Motion was
made to approve the fee increase provided staff sits down with the Coleman
Advocacy Group to discuss other alternatives. MSA Martin, Calandra. Passed unanimously.
